Voters will decide whether to allow the state to redraw its congressional maps, a change that could add 2-4 additional congressional seats for Democrats. With Republicans winning the House by just three seats in 2024, this vote alone could decide who controls Congress, and is a direct response to Trump-led redistricting happening across the country.

Why This Race Matters
Like Prop 50 in California, this is a smart, targeted move that gives power back to the people and pushes back on efforts by Trump and Republicans to force the redrawing of maps across the country and cement a Republican majority in the House.
And opportunities like this are rare, especially this early in the year. This is a chance to secure critical seats to improve Democrats’ chances of winning back the House months in advance of the midterm elections.
Texas, Ohio, North Carolina, and Missouri have all redrawn their congressional maps since this Trump-led round of mid-decade map changes began last fall, resulting in up to eight additional Republican House seats.
If no additional redistricting measures are passed from this point on, Republicans would head into the midterms with a net gain of three more Republican seats compared to the last election—the exact margin they won the House by in 2024. And we expect additional map redraws from Republicans in states like Florida.
But Swing Left’s community is fighting back.
Right now, polling is split, and early vote data shows strong turnout in Republican-leaning parts of the state. In a likely low-turnout election, we believe grassroots time and money can make a meaningful difference in this race.
This opportunity to redraw Virginia's congressional maps to net seats for Democrats exists because of the big, blue wins in Virginia last fall. In the 2025 elections, Swing Left volunteers and grassroots donors helped Democrats hold the Virginia House of Delegates—which made this redistricting initiative possible—and flip the governor's and attorney general's offices.
Swing Left is focused on directing the time, energy, and resources of everyday people into the most effective ways to break Republican control in Washington and swing the national balance of power.
